Transformación digital y cooperación técnica en gobiernos locales del Perú: revisión sistemática

Este artículo sistematiza cómo los sistemas de información pueden fortalecer la cooperación técnica internacional en gobiernos locales del Perú. Se realizó una revisión sistemática bajo PRISMA en Scopus (2022–2025) y, tras la depuración, se incluyeron 49 estudios. La evidencia se concentra en aplicaciones para salud y adquisiciones, seguidas por la digitalización de trámites y plataformas orientadas al desarrollo económico local. Los trabajos reportan mejoras en transparencia, trazabilidad y tiempos de ciclo, aunque persisten brechas de calidad e interoperabilidad de datos, capacidades institucionales y continuidad operativa. De manera transversal emergen cuatro capacidades clave: priorización de carteras con criterios reproducibles; monitoreo de la ejecución mediante tableros y alertas; evaluación de resultados e impacto con evidencia verificable; y gobernanza digital basada en estándares, APIs y seguridad. Se propone, así, una hoja de ruta sustentada en datos y reglas compartidas que configura una arquitectura de confianza para atraer, ejecutar y rendir cuentas de la cooperación internacional en el ámbito municipal.
