This article systematizes how information systems can strengthen international technical cooperation in local governments in Peru. A systematic review following PRISMA guidelines was conducted in Scopus (2022–2025), and after screening, 49 studies were included. The evidence focuses primarily on applications in health and procurement, followed by the digitalization of administrative procedures and platforms aimed at local economic development. The reviewed studies report improvements in transparency, traceability, and cycle times; however, gaps in data quality and interoperability, institutional capacities, and operational continuity persist. Across the literature, four key capacities emerge: portfolio prioritization using reproducible criteria; execution monitoring through dashboards and alerts; results and impact evaluation based on verifiable evidence; and digital governance grounded in standards, APIs, and security. Accordingly, a data- and rules-based roadmap is proposed, configuring an architecture of trust to attract, implement, and ensure accountability for international cooperation at the municipal level.
