The public policies of local governments against the pandemic in a context of respect for human rights

This article sought to determine if the local governments of the Metropolitan Lima area adequately respond to the current challenges of local development and, particularly, in the face of Serious Risk Situations for Population Health in the face of the current pandemic; as well as what technical-political and administrative alternatives oriented towards the bicentennial could be implemented to optimize the aforementioned management. The research was descriptive explanatory correlational level. Two questionnaires were applied to a sample of 50 people selected by non-probabilistic criterion-type sampling. The statistical program SPSS version 22 and Spearman's correlation were used to test the hypotheses. The theoretical framework referring to the management of local governments, the current challenges of local development and situations of serious risk to population health was reviewed. The contrasting of the hypotheses allowed to verify and establish the conclusion that the current municipal management of the local governments of the Metropolitan Lima area is not related in a direct or significant way with the current challenges of local development or with the Situations of Serious Risk for Population Health, thus formulating the respective recommendations. In this regard, a legislative proposal was put forward in relation to the subject.
