This study aimed to analyze the articulation between public management and social organizations in community development in the canton of Valencia, Ecuador. A mixed-methods approach with a descriptive–analytical design was adopted. Quantitative data were collected through surveys administered to the local population, while qualitative information was obtained from interviews with institutional actors involved in community management. The results show partial progress in the provision of basic services and the promotion of citizen participation; however, structural gaps persist in access to drinking water, formal employment, and housing stability. Additionally, weaknesses were identified in strategic planning, interinstitutional coordination, and the evaluation of community projects, which limit their sustainability. The study concludes that strengthening collaborative governance based on transparency, citizen participation, and evidence-based decision-making is essential to promote more inclusive and sustainable community development in local contexts.
